Rubinstein has over 38 years of experience in state and municipal management and regulation, having served as Chairman of the Texas Water Development Board, Commissioner of the Texas Commission on Environmental Quality, and City Manager of Brownsville, Texas. His experience includes a strong emphasis in water management, water resources, international water treaties, water quality, environmental enforcement and compliance issues, and waste management.
